Q1: Does the University Police Department know about the problem?
The University Police Department (UPD) knows about this problem and does have measures to curtail the problem.
Q2: If the UPD know about the problem, what kind of action are they taking for the
problem/ what kind of actions are they going to take?
The UPD Officers have an option to cite a person riding a skateboard or bicycle who is inside the perimeter of the campus and on the walk or path ways. The section for skateboards and bicyclists is 21113(a) CVC. The fine is approximately $150.00. Signs are posted at the major entrances to campus from 19th Ave, Holloway Ave, Font Blvd, Lake Merced Blvd, and Winston Dr. The signs are green and explain both sections.
Q3: Have they gotten any claim about skateboarding at the terrace of Fine Art building?
Officers respond to calls of skateboarders when a reporting party calls. If an officer happens to be on patrol in the area and “on-views” a skateboarder the officer will advise the skateboarder or bicyclist to dismount and walk with their board or bike.
Q4: If yes, how many claims have they gotten?
Since 01-01-09 to 10-10-09, 77 calls regarding skateboarding complaints (bicycles not included) have been made. Of the 77 calls, 2 were in the area of the Fine Arts building. 1 group (of 5 individuals) and 1 subject were cited for skateboarding. In 23 of the incidents, the skateboarders were gone prior to officers arriving. In 52 of the incidents, the skateboarders were advised to move along.
Q5: What kind of penalty would skateboarders get if they break a policy (if they
skateboard on campus)?
The possibility of a fine as mentioned above. Also, the possibility of referral to student discipline if the subject contacted is an SFSU student.

Final Problem and Purpose Statement

Problem Statement:
The noise created by skateboarders on the terrace of the Fine Arts Building at San Francisco State University is a distraction during class time in the Design and Industry Department.
Purpose Statement:
The purpose of this study was to research and develop a method to deter skateboarders from using the terrace.
